1 pound ground beef or turkey

1 cup breadcrumbs

1/2 cup grated Parmesan cheese

1/4 cup finely chopped onion

1/4 cup finely chopped bell pepper (red or green)

2 cloves garlic, minced

1/4 cup milk

1 large egg

2 tablespoons Worcestershire sauce

1 teaspoon dried oregano

1 teaspoon salt

1/2 teaspoon black pepper

1/2 teaspoon smoked paprika

1/4 cup ketchup (for topping)

For the Fluffy Potato Topping:

4 medium russet potatoes, peeled and cubed

1/4 cup heavy cream

2 tablespoons unsalted butter

Salt and pepper to taste

1/2 cup shredded cheddar cheese (optional)

Fresh chives or parsley, chopped (for garnish)

Preheat the Oven: Start by preheating your oven to 375°F (190°C).

    Prepare the Meatloaf Mixture: In a large mixing bowl, combine the ground beef (or turkey), breadcrumbs, Parmesan cheese, chopped onion, chopped bell pepper, garlic, milk, egg, Worcestershire sauce, oregano, salt, black pepper, and smoked paprika. Mix well until all ingredients are fully incorporated.

      Shape the Mini Meatloafs: Lightly grease a muffin tin with cooking spray or olive oil. Press the meat mixture into each muffin cup, filling them about three-quarters full. Create a slight indent on top of each mini meatloaf with the back of a spoon.

        Add Ketchup: Spoon a small amount of ketchup on top of each meatloaf to glaze.

          Bake the Meatloafs: Place the muffin tin in the preheated oven and bake for 20-25 minutes, or until the meatloafs are cooked through and have an internal temperature of 160°F (70°C).

            Cook the Potatoes: While the mini meatloafs are baking, bring a large pot of salted water to a boil. Add the cubed potatoes and cook until tender, about 15-20 minutes. Drain well.

              Mash the Potatoes: In a mixing bowl, mash the cooked potatoes with heavy cream, butter, salt, and pepper until smooth and creamy. If you like, stir in the shredded cheddar cheese for extra flavor.

                Top the Meatloafs: Once the meatloafs are done baking, remove them from the oven. Spoon a generous amount of mashed potatoes on top of each mini meatloaf to create a fluffy topping.

                  Final Bake: Return the muffin tin to the oven and bake for an additional 10 minutes, allowing the potato topping to get slightly golden and crispy.
